The panel included Don Ragona, Deputy Director of the\u00a0Native American Rights Fund\u00a0(NARF), Mychal Cherry, Executive Director of\u00a0Spirit Mountain Community Fund, and Elyse Gordon from\u00a0Philanthropy Northwest. Along with nearly 400 tribal leaders from across the northwest, there were staff in the audience from the\u00a0Northwest Health Foundation,\u00a0Meyer Memorial Trust,\u00a0Social Justice Fund, and the\u00a0Oregon Community Foundation.<\/p><p>The panel wasn\u2019t just about how we can create better access for Indian Country to philanthropy, rather, it was about the history of the transfer of wealth from indigenous to settler colonial control, the consolidation of wealth and power held in the philanthropic sector, the restrictions of giving from tribal foundations, and some of what the path forward might be to untangle all of this. Here are some of the major takeaways from of our time together.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-631c69e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"631c69e\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c3acf2d\" data-id=\"c3acf2d\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1da31e1 elementor-widget elementor-widget-heading\" data-id=\"1da31e1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">One: The Landscape<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-5c95082 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"5c95082\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-420eaa3\" data-id=\"420eaa3\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-94cc6be elementor-widget elementor-widget-text-editor\" data-id=\"94cc6be\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul>\n<li>Access to funding is becoming harder and harder across Indian Country \u2013 and, a main source of this problem are mainstream foundations. For tribal leaders and advocates, this funding trend is abysmal, shocking, and shameful.<\/li>\n<li><a href=\"https:\/\/nativephilanthropy.org\/\">Native Americans in Philanthropy<\/a> and the Foundation Center produced a report in 2011 looking at data from foundations over a 10-year period of time from 1998-2009, and they found that&nbsp;<a href=\"https:\/\/candid.org\/about\/press-room\/releases\/new-website-and-report-increase-hope-for-philanthropic-investment-in-native-communities\" target=\"_blank\">investment in Indian Country dropped from 0.5% to 0.3% over that period<\/a>, and the total investments were, on average, between $68 and $100 million annually.<\/li>\n<li>To make matters worse: in 2018,&nbsp;<a href=\"https:\/\/www.firstnations.org\/publications\/native-serving-nonprofits-and-charity-watchdog-agencies\/\">First Nations Development Institute<\/a>&nbsp;did a similar study and found an even more significant drop to .023%.<\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-756bc60 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"756bc60\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-1f2e64d\" data-id=\"1f2e64d\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6de6f4f elementor-widget elementor-widget-heading\" data-id=\"6de6f4f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Two: We don\u2019t all play by the same rules<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-10d3e2a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"10d3e2a\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a899ce6\" data-id=\"a899ce6\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9fadc16 elementor-widget elementor-widget-text-editor\" data-id=\"9fadc16\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>While mainstream foundations are not, in any way, obligated to give back to tribes and tribal people (this is particularly poignant considering the wealth originated in this country), there are state government-determined regulations requiring tribes to give portions of their economic profit \u201cback\u201d \u2013 many tribal foundations are told where to give, who to give to, and how much to give.<\/li><li>To make matters worse, tribal foundations are often times told they can\u2019t give to causes or organizations that are \u201coutside\u201d their traditional areas of interest, such as NARF or the <a href=\"https:\/\/www.nicwa.org\/\">National Indian Child Welfare Association<\/a> (NICWA).<\/li><li>When it comes to responding to threats to Indian Country, it\u2019s important to know that our adversaries have deep pockets and are using a combination of legal and narrative strategies to deconstruct the rights of tribal people.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-b433680 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b433680\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-168242a\" data-id=\"168242a\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9c3bbd6 elementor-widget elementor-widget-text-editor\" data-id=\"9c3bbd6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Finally, foundations need to engage, educate themselves, and listen to us, instead of telling us what our problems are and how we should solve them; let our communities solve our issues in our own ways, through our paradigms and ways of knowing. The way foundations and the philanthropic world can help is by funding us (as tribal people) directly and without restrictions. One good place to begin is\u00a0<a href=\"https:\/\/rnt.firstnations.org\/\">Reclaiming Native Truth<\/a>\u00a0\u2013 some of the reasons why we aren\u2019t getting the attention and traction in philanthropy that we should is because most people in positions of power in philanthropy don\u2019t see why they should change.
